Your job as Advisor to the Executive Board
As Advisor to the Board, you support the Executive Board in policy-making, decision-making and strategic development. You play a key role in the preparation, organisation and follow-up of the formulation and implementation of HZ strategy and as sparring partner of the Executive Board.
You also monitor the progress of the policy agenda and ensure good coordination and communication between the board and the various departments and domains within our educational institution. External contacts include partners within and outside Zeeland, supervisors, advisory bodies, ministries, etc.
As Advisor to the Board, you are able to translate internal and external developments into advice relevant to the Executive Board. Together with the administrative department, you perform strategic, tactical and legal activities to support the Executive Board. For example, you are strong in checking supplied (policy) documents for compliance with laws and regulations, and you can also provide substantive comments based on your own analysis and suggest alternatives.
As Advisor to the Board, you fall hierarchically under the Chairman of the Executive Board.
Your work as Advisor to the Supervisory Board
In addition to your work for the Executive Board, you also support the Supervisory Board, via the chairman. In view of the tasks legally assigned to the institution, the Supervisory Board of HZ supervises the execution of activities and the exercise of powers by the Executive Board. The Supervisory Board has members and a chairman. In addition to their membership, the members within the Supervisory Board have specific areas of interest and participate in Supervisory Board committees.
You advise the Supervisory Board and are able to do so from a position of functional independence from the Executive Board.
Furthermore, you have strong organisational skills: you initiate, coordinate and ensure a smooth meeting cycle of the Supervisory Board.
This is what you enjoy doing
- Co-formulate, monitor and implement strategy;
- Providing organisational support, such as the (substantive) preparation of policy documents, file management and follow-up on decisions taken;
- Identifying and analysing relevant (external) developments and advising on these;
- Managing an enthusiastic team of employees;
- Coordinating decision-making processes and contributing to and thinking about the optimisation of administrative decision-making processes, for example in relation to the management team;
- Being a point of contact within the network of (external) strategic partners of HZ where you are able to weigh up internal and external interests;
- Dealing with conflicts of interest internally and externally, using your talents to bring parties together;
- Monitoring and supervising the application of relevant laws and regulations (WHW) and regulations;
- Promote implementation of actions by using your connecting qualities.
Managing
As Advisor to the Board, you lead a team of seven people based on the HZ leadership model (HZ-Leadershipmodel), where you are able to steer team performance, professionalism and personal responsibility.
It is a nice team consisting of committed and hardworking colleagues who support the Board from their secretarial and advisory positions. To get a lot of work done together, connection is necessary and they take time for that regularly.
What you can offer
- Experience in directing (administrative) processes and advising the Executive Board on strategic, legal and organisational issues, for example in the development of the institutional plan;
- A completed relevant Master's degree, preferably in Public Administration, Law, Business Administration or another relevant study;
- Extensive experience in an administrative or policy-related position, preferably within (higher) education;
- Strong analytical skills and a well-developed political and organisational sensitivity, with the ability to give an independent critical interpretation of your position;
- Organisational skills, leadership experience and a proactive attitude, from which you are able to achieve excellent vision formation;
- A good command of Dutch and English.

- A salary of minimum € 5.883,15 and maximum € 7.495,89 gross per month for full-time employment (cao-hbo, scale 13, salary level from 1/1/2025);
- The effective starting date for filling this role is January 1, 2025 or as soon as possible, for the duration of one year with the prospect of a permanent contract, this is based on performance (D-3 contract, cao-hbo);
- 8.3% end-of-year bonus, 8% holiday pay and an allowance for travel expenses and/or home working allowance;
- Many days off: about 53 if you work full-time (part-time in proportion);
